At the Perm Institute (military), future officers are trained at 4 faculties:

  • technical support.

The institute admits applicants based on the results of the Unified State Examination:

  • to the canine faculty: biology (specialized), chemistry, Russian language;
  • to the faculties of automated control systems, artillery weapons and technical support: mathematics, Russian language, physics.

Applicants who have not passed the Unified State Examination can take entrance exams at the military institute itself, also in the Unified State Exam format. Each candidate, before being admitted, must pass a test of physical fitness, fitness category (occupational) and medical fitness.

For enrollment in studies, possible candidates are considered to be men of the Russian Federation who already have a secondary general or vocational secondary education and those who have been verified by the FSB and the Ministry of Internal Affairs of the Russian Federation. From among applicants who have completed military service and military personnel who are conscripted, persons under 24 years of age are accepted. Military personnel who serve under a contract may already be enlisted at the end of half the term specified in the first contract, if the serviceman’s age does not exceed 24 years. Male citizens who have not served (military) can be enrolled in studies at the age of 16-22.

Military personnel who wish to enlist must submit a report to the unit commander. Whereas citizens who have not yet completed or have already completed military service must write an application to the internal affairs bodies and the commissariat before April 1, at their place of residence.

The application or report will be accompanied by:

  • job reference or reference from the place of study/work;
  • document about education (secondary vocational or diploma of professional primary education, secondary, general);
  • 3 photographs 4.5 x 6 (certified with the seal of the military registration and enlistment office/military unit);
  • materials of a special inspection of the FSB or the Ministry of Internal Affairs of Russia, if they are not available, then the documents are immediately sent to the return address;
  • medical examination card;
  • autobiography;
  • psychological professional selection map.

Upon arrival at the institute, the applicant must present the following documents: military ID, passport, original document about education, capital certificate, certificate of Unified State Examination results, academic certificate (if necessary).

The Faculty of Technical Support trains military specialists in the field of training “Special Purpose Vehicles”, in the specialization “Military Tracked and Wheeled Vehicles”.

These Admission Rules were developed on the basis of the Order of the Ministry of Education and Science dated October 14, 2015. The training of future officers is carried out at 4 faculties and 20 departments.

Over the years of the existence of the Perm Military Institute, 5,350 officers have been trained for the needs of the internal troops, of which 880 graduates received diplomas with honors, and 59 people graduated from the institute with a gold medal.

In 2010, a dormitory for senior cadets was commissioned on the territory of the military institute; in 2011, the faculty’s academic building was commissioned automated control systems.

At the institute, in addition to studying specialized disciplines, cadets are trained to be fluent in all types of small arms, techniques hand-to-hand combat and self-defense, driving military equipment and cars.

ADMISSION RULES

I. GENERAL PROVISIONS

These Admission Rules have been developed taking into account the requirements of regulatory legal acts Russian Federation. The admission rules establish the requirements for candidates and determine the procedure for admitting citizens entering the Federal State Treasury Military Educational Institution of Higher Professional Education "Perm Military Institute of Internal Troops of the Ministry of Internal Affairs of the Russian Federation." Changes and additions to the Admission Rules are considered at a meeting of the academic council and approved by the head of the military institute. The Federal State Treasury Military Educational Institution of Higher Professional Education "Perm Military Institute of Internal Troops of the Ministry of Internal Affairs of the Russian Federation" trains officers with higher professional education for the internal troops of the Ministry of Internal Affairs of Russia at four faculties:

Faculty of Automated Control Systems , with a training period of 5 years in the following specialties:

Characteristics from the place of service (work) or study;

A copy of a state document on education (secondary (complete) general education or secondary vocational education, as well as a diploma of primary vocational education, if it contains a record of the citizen’s receipt of secondary (complete) general education);

Results of professional psychological selection;

Four certified photographs (size 4.5x6 cm);

Materials of a special inspection of the Ministry of Internal Affairs and the FSB of Russia;

Medical documents (ECG, drug test, certificates from drug treatment, tuberculosis and psychoneurological dispensaries, certificate from an infectious disease specialist, x-ray of the paranasal sinuses, FLG in frontal and lateral projections, tests for blood sugar, HIV, general, biochemical and Wasserman reaction).

Passport, military ID or certificate of a citizen subject to conscription for military service and an original state document on education, a certificate of Unified State Examination results, as well as original documents giving the right to enroll in universities on preferential terms established legislation of the Russian Federation, are provided by the candidate to the admissions committee of the military educational institution upon arrival.

The Admissions Committee monitors the accuracy of information about the participation of applicants in the Unified State Exam and the results of the Unified State Exam by sending it to the federal information system ensuring the conduct of the unified state examination and the admission of citizens to educational institutions of secondary vocational education and educational institutions of higher vocational education and the corresponding request for reconciliation of information provided by applicants about participation in the Unified State Exam and the results of the Unified State Exam with the information contained in the federal information system.

In order to confirm the accuracy of the documents submitted by applicants, the admissions committee has the right to contact the relevant state (municipal) bodies and organizations. All candidates arriving at the military institute are provided with free dormitory, meals according to established standards, teaching aids and literature.


Admission of citizens and military personnel to a military institute is carried out on a competitive basis based on the results of professional selection, conditioned by the entry of students into the federal state military service under a contract.

In accordance with paragraph 7 of Article 35 of the Federal Law dated March 28, 1998“On military duty and military service” (as amended by the Federal Law dated July 6 2006) citizens expelled from military educational institutions of professional education or military training centers at federal state educational institutions of higher professional education for indiscipline, poor academic performance or unwillingness to study, or those who refused to sign contracts on military service, as well as citizens who graduated from the specified educational institutions and were dismissed from military service earlier than the period established by the contract on military service, on the grounds provided for in subparagraphs "d", "f", "f.1" and "h" paragraph 1, subparagraphs “c” and “d” of paragraph 2 of Article 51 of this Federal Law, reimburse funds federal budget, spent on their military or special training.

Citizens who are under 18 years of age at the time of admission to a military institute submit a notarized written consent of their legal representatives - parents, adoptive parents or trustees for compensation in the event of expulsion of a citizen from a military institute for indiscipline, poor academic performance or unwillingness to study, as well as in the event of refusal concluding a contract for military service with federal budget funds spent on military or special training of a citizen in the time before he concludes a contract for military service.

III. STRUCTURE AND PROCEDURE FOR PROFESSIONAL SELECTION OF CANDIDATES FOR ADMISSION TO THE MILITARY INSTITUTE

Professional selection of candidates for admission to study from among citizens who have and have not undergone military service and military personnel is carried out from 2 to July 27. The final meetings of the admissions committee will take place on the 28th. July 30. Candidates accepted by the decision of the admissions committee for study are enrolled in a military institute and appointed to military positions as cadets by order of the head of the military institute with August 1. The start of classes for the newly recruited first year is August 1.

Professional selection includes:

Determining a candidate’s suitability for admission to a university for health reasons (medical examination);

Assessment of the candidate’s level of physical fitness (physical fitness exam);

Assessment of the level of general educational preparedness of the candidate based on the Unified State Examination results obtained in 2011 and 2012 (for conscripted military personnel who completed military service in 2011 and 2012 and the results of 2010), in the following general education subjects:

· in specialties 190110 "Special purpose vehicles", 170400 "Small arms, artillery and missile weapons", 210602 "Special radio engineering systems", 230106 "Application and operation of automated systems for special purposes":

The results of all entrance tests, including additional ones, are assessed on a 100-point scale.

The minimum number of points based on the results of the Unified State Exam and additional tests, confirming the successful completion of entrance examinations, is established by the Federal Service for Supervision in Education and Science.

Graduates of educational institutions of past years, educational institutions of primary vocational education and secondary vocational education, citizens who received secondary (complete) general education in foreign educational institutions, who do not have Unified State Examination results, graduates of general education institutions in 2012 who did not pass the Unified State Exam for valid reasons documented, are subject to entrance examinations in the form of the Unified State Examination within the time limits established by orders of the Ministry of Education and Science of Russia for 2012.

If there are several USE results that have not expired, the applicant indicates in the application which USE results and in which general education subjects he is using.

With candidates from among the military personnel who did not pass the Unified State Exam, from 1 to 30 June A training camp is being held to prepare for the exams.

Benefits provided upon admission

Out of competition, subject to successful completion of the entrance examination (USE), additional testing and compliance with all other professional selection requirements, the following are accepted:

Orphans and children left without parental care, as well as persons under the age of 23 from among orphans and children left without parental care;

Citizens under the age of 20 who have only one parent - a disabled person of group 1, if the average per capita family income is below the subsistence level established in the relevant constituent entity of the Russian Federation;

Citizens who have been discharged from military service and act on the basis of recommendations from commanders of military units;

Participants in hostilities;

Preemptive right for admission use:

Citizens discharged from military service;

Children of military personnel undergoing military service under a contract and having a total duration of military service of 20 years or more, children of citizens dismissed from military service upon reaching the age limit for military service, health conditions or in connection with organizational and staffing events, total duration of service which is 20 years or more;

Children of military personnel who died while performing their military service duties or who died as a result of military injury or illness;

Children of persons who died or died as a result of a military injury or illness received while participating in counter-terrorism operations and (or) other measures to combat terrorism;

Children of Heroes of the Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory;

Citizens who, in accordance with the established procedure, have been assigned the sports rank of candidate for master of sports, the first sports rank or sports rank in a military applied sport;

Citizens who have been trained in military-patriotic youth and children's associations that have a license;

Persons who, in accordance with current legislation, have the right to admission without entrance examinations, out of competition, subject to successful completion of entrance examinations, or a preferential right to admission to those with state accreditation educational institutions of higher professional education for training at the expense of the relevant budgets budget system of the Russian Federation, can take advantage of the right granted to them by submitting an application for admission only to one of the state-accredited educational institutions of higher professional education, respectively, for one area of ​​training (specialty) of the applicant’s choice. These persons have the right to enroll in other state-accredited educational institutions of higher professional education on a competitive basis (on a general basis) in accordance with the legislation of the Russian Federation in the field of education.

IV. GENERAL RULES FOR SUBMITTING AND CONSIDERING APPEALS BASED ON THE RESULTS

ENTRANCE TESTS

To consider appeals during the period of admissions tests, an appeal commission is created by order of the head of the military institute and its chairman is appointed. In the absence of the chairman, his duties are performed by the deputy chairman.

Based on the results of the entrance test, conducted independently at a military institute, or an additional entrance test, the applicant has the right to submit to the appeal commission a written appeal about a violation, in his opinion, of the established procedure for conducting the test and (or) disagreement with his (their) results.

Reviewing an appeal is not a retake of the exam. During the consideration of the appeal, only the correctness of the assessment of the results of passing the entrance test is checked.

The appeal is submitted by applicants in person the next day after the announcement of the grade for the entrance test. The immediate consideration of the appeal is carried out within a day after filing the application.

In this case, the Appeals Commission considers only those applications regarding claims against the assigned grades that are submitted within the established time frame (within 24 hours after the exam). The admissions committee ensures that appeals are accepted throughout the working day. The appeal application must contain the applicant’s specific claim regarding the correctness of the assessment of the results of the admissions test.

Appeals from second parties, including relatives of applicants, are not accepted or considered.

The applicant has the right to be present during the appeal hearing. One of the parents or legal representatives has the right to be present with a minor applicant (under 18 years of age), except for minors recognized in accordance with the law as fully capable before reaching adulthood.

The applicant who filed an appeal must have with him a document proving his identity. The parent or legal representative of the applicant must also have the relevant documents with him.

After considering the appeal, the appeal commission makes a decision on the assessment for the entrance test *(both in the case of its increase, decrease or leaving it unchanged)*. If disagreements arise in the appeal commission regarding the assessment, a vote is held and the assessment is approved by a majority vote. The formalized decision of the appeal commission is brought to the attention of applicants (against signature).

The minutes of the meeting of the appeal commission and the decisions made by it are approved by the chairman of the institute's selection committee. The final decision to correct the grade, based on the decision of the appeal committee, is made only by the chairman of the admissions committee.

V. PROGRAMS OF EVENTS FOR PROFESSIONAL PSYCHOLOGICAL SELECTION AND ADDITIONAL ENTRANCE TESTS

Professional psychological selection consists of group testing and individual interviews. They take 4-6 hours to complete.

The procedure for a group psychological examination of citizens consists of conducting a series of test tasks in order to determine the level of intellectual development, psychological readiness for military service, quick thinking, communication skills and other professionally important qualities for military service.

Group testing begins at the time determined by the schedule.

Those who are late and do not have an identification document with them are not allowed to take the exam.

The purpose of the individual interview is to study in more detail the level of mental development and character traits of the candidate.

Based on the results of professional psychological selection, one of the following conclusions is made on the professional suitability of the candidate for military service under a contract:

A citizen who, based on the results of professional psychological selection, is classified in the fourth category of professional suitability cannot be accepted for military service under a contract.

Entrance test to assess physical fitness candidates:

The physical fitness of candidates for admission to a military institute is assessed:

Male citizens by exercise: pull-up, 100 m run, 3 km run;

Female citizens by exercise: complex strength exercise, 100 m run, 1 km run.

The test is carried out within one day, the exercises are performed in sportswear.

Exercise 3. Pull-ups on the bar.

Hanging with an overhand grip; bending your arms, pull yourself up into a hanging position with bent arms; straightening your arms, lower yourself into a hanging position with straight arms.

The hanging position on straight arms is fixed for at least 1-2 s; when pulling the chin above the bar of the bar. At the end of the exercise, the dismount is performed under the crossbar. Slight bending and spreading of the legs is allowed. It is prohibited to perform jerking and swinging movements.

Exercise 34. 100 meter run.

Performed from a high start on a stadium running track or a flat area with any surface.

Exercise 37. 3 km run. Exercise 36 (for females - 1 km).

It is carried out on any terrain, including a stadium, from a general start.

Exercise 16. Complex strength exercise (for females).

Completed within 1 minute. Starting position – lying on your back, hands on your belt, legs secured; first 30 sec. – the maximum number of bends forward, until the hands touch the toes (slight bending of the legs is allowed; when returning to the starting position, the shoulder blades must touch the floor); second 30 sec. The maximum number of flexions and extensions of the arms while lying down (the body is straight, bend the arms until the chest touches the floor). To perform the exercise the following commands are given:

“Perform the exercise - START”, “30 seconds - EXPIRED”, “STOP”

The physical fitness assessment is made up of the number of points received for completing all physical exercises assigned to the test, subject to meeting the minimum threshold level in each exercise. If the minimum threshold level is not met in one or more exercises or an exercise is not completed for other reasons, the mark for physical fitness is given “unsatisfactory” regardless of the points scored for other exercises.

To successfully pass the competitive selection based on the results of assessing the level of physical fitness, the minimum level of points is set at 60.
